トンネル無料化前倒し 「三才山」３２年夏、「新和田」３３年夏に

長野県内のトラック事業者から、有料道路無料化の前倒しを発表した県の方針を歓迎する声が広がっている。 当初見込まれていた予定よりも三才山が１年ほど、新和田は３年半以上実施が早まる。 共に交通量の多いルートで、地元だけでなく、北関東と中京の間を走行する県外事業者にもメリットがありそうだ。 （河野元） 長野県道路公社（坂下伸弘理事長 が６路線７区間、総延長37. 6キロの有料道路を管理している。 現在は、08年に改定した長野県出資等外郭団体の「改革基本方針」に基づいて運営。 全ての事業が終了する期限を26年度としている。 早期無料化を求める要望は、以前から多く上がっていた。 長野県トラック協会（小池長会長）も08年、当時の知事と県議会議長宛てに請願書を提出。 以後も自民党の県選出国会議員、県会議員と情報交換する年１回の県政懇談会を通じ、アピールしてきた。 こうした行動を考慮した上で、無料化による産業や観光の活性化といった経済波及効果もにらみ、県は一部前倒しの意向を固めた。 通行量が多く、当初の推計を上回るペースで建設費などの償還が見込めることから、三才山トンネルと新和田トンネルについては早めの対応に踏み切ることにした。 三才山の17年度の交通量は、１日当たり平均7200台。 うち大型車が813台、中型車699台、特大車も91台通行した。 新和田は全体で5155台で、大型車1391台、中型車597台、特大車75台だった。 三才山を通る大型車は全体の11％ほどだが、新和田では４分の１以上を占める。 これに関し、諏訪梱包運輸（長野県上田市）の浅川健司社長（61）は「新和田は北関東と中京、更に近畿などを結ぶルートになっているようだ。 県外ナンバー車両を頻繁に見かける」と指摘する。 高速道路の通行料金や走行距離を考え、東京都内に入るのではなく、上信越自動車道に乗り入れて佐久インターチェンジ（ＩＣ）で降り、一般道を通って長野自動車道・岡谷ＩＣから再び高速道路を利用。 この後、中央自動車道に入るパターン。 この一般道で通過するのが、新和田トンネルだ。 同社は埼玉県深谷市、前橋市、愛知県小牧市に営業所を持つ。 「当社もそうだが、圏央道（首都圏中央連絡自動車道）が整備されたとはいえ、埼玉県の北部や群馬県から出発する場合は、長野県を通るケースが少なくない。 当然、中京から北関東に向かう時も同様」と話す。 新和田トンネルの通行料金は大型車1030円。 事業用自動車対象の割引サービスは無く、多く利用するユーザーは回数券を使うことになる。 金額は11回券が１万300円、60回券５万1500円、100回券８万2400円。 諏訪梱包運輸では100回券を購入している。 「県道路公社の口座に料金を振り込み、送ってもらう。 他の有料道路も合わせると、１カ月に30万円以上も掛けているのではないか。 この経費が大幅に減少するのは本当にありがたい」と手放しで喜ぶ。 荷主から高速料金を収受するのに苦労する中で、有料道路の費用負担も要請するのは、更に難しいのが実情。 高速道路に比べ金額は安いが、それでも回数が多ければ無視できないコストになる。 同社は松本市にも出店しており、三才山トンネルについても恩恵を受けられるようになる。 また、同市に本社を構えるアルプス運輸建設の上島金司社長（60）は「上田方面へ行くには欠かせない道路。 長野道と上信越道を乗り継ぐルートもあるが、必要以上に大回りになる。 コスト的にも三才山を選択することになる」と重要視する。 長野県では他地域へ移動する場合、ほとんど峠を越えることになり、走行できる道路が限られる。 山信運輸（長野県諏訪市）の滝沢正明社長（63）は「長時間労働の是正が求められる中での無料化には感謝したい。 これを組み入れて、今後はより効率的な運行計画を立てたい」と事業に生かす方針だ。 ６路線７区間のうち、最も早く料金の徴収期間が終わるのが平井寺トンネル（上田市）で、８月25日から無料開放される。 近隣道路の交通量緩和にもつながることから、地元のトラック事業者は労働時間の縮減効果も期待している。 【写真＝20年夏ごろに無料化される三才山トンネル（松本市）＝一部画像処理】.
